In response to the orginal post:
I am a hardcore supporter of CCPs intent of allowing players to choose how much pvp they want to face.
I'd like to see 0.5+ be even safer than it is. I'd like to see it so that even stupid carebears can mine in peace, and haul around HAC BPOs in in soft, sluggish ships in perfect security.
But 0.0 exists for a reason. Its for those other folks. It is also "contested". And the fact that it is "contested" is core to the issue here. To a limited extent, players can control 0.0 space (doubt me? Some Corps in 0.0 have an easier time operating in certain regions than other Corps, due ENTIRELY to which corp/alliance exerts more 'control'. That control is not 'perfect' does not mean that it does not exist. Whole regions change ownership based on such 'control').
0.0 is the part of the game designed for a number of folks.
0.0 exists for the "blackbeards" of Eve. Not nice people that kill everything, because they can. Most such folks do NOT measure up to the orginal Blackbeard. History records no whining on Blackbeard's part because carebears made his life impossible. But the 'carebears' of his day DID make his life impossible, both figuratively (making priacy a "bad" idea) and literally (by cutting off his head). Blackbeard was THE living incarnation of the blood thirsty pirate butcher. Crafty and cunning, but not very smart (any idiot could see he was painting himself into a blood soaked corner...). Something to remember from history: Most (not all) pirates lived poor and died poor.
0.0 exists for the Sir Francis Drakes of Eve. Some would call Drake a Priate, but he'd be better described as a privateer. The difference can be grey, and even overlap, but Drake was clearly on the "privateer" side of the line (even if he did not always have a letter of Marque, the approval of his government made his status clear....). A privateer is in its most basic definition a private citizen raider "authorized" by a government to attack certain hostiles. ALL the player run "governments" in 0.0 authorize their members/allies to destroy all "neutrals/unknowns" on the very well justified suspicion that many, and probably most, such "neutrals" are really hostiles. But unlike (most) Blackbeards, Privateers can be dealt with IF, and ONLY IF, such dealing happens BEFORE they have you under fire or camped.
0.0 is for the William The Bastards (Conquorer) of Eve. (I used the term "Bastard" (as he was actually known by), because I think a lot of the "conquorers" of Eve would relish having their enemies yell "You Bastard!!!" at them ...). Again, one could argue that they are no better than pirates with grand ambitions, but if they can make those ambitions real, they are "conquorers" The BoB motto "Nice region, We'll take it" is based on this mind set.
In 0.0, anyone unknown is assumed to be hostile, and/or allied to hostiles. No exceptions. There is a reason for this. It is certain that if unknowns were allowed to pass in peace, that it would become a widely used tactic to pose as a 'neutral' to slip into areas where you could do greater damage to your enemy. This is avoided by the ONLY method possible: shooting all unknowns.
I'll continue supporting safety and security for low IQ cearbears in 0.5+, and I'll continue support 0.0 for the grand ambitions of conquest, and lesser ambitions of bloodfest. 0.1 to 0.4 is the lesser area inbetween, as is appropraite.
